Bullying among siblings

My 13-year-old son is constantly undermining and picking on his 10-year-old sister. It makes her miserable at home. People keep saying it’s an older brother thing, but I don’t see why this should be. It just feels like bullying. We have tried talking to him and imposing sanctions, but we can’t seem to get through to him that this behaviour is not ok. Do you have any tips for us?
